To Pause or not to Pause, that is the Question In a significant policy shift, President Donald Trump issued an executive order on inauguration day titled "Unleashing American Energy," mandating a temporary pause on disbursements from the Inflation Reduction Act (IRA) and the Infrastructure Investment and Jobs Act (IIJA). This directive, along with other executive orders, aimed to reassess federal spending on clean energy, infrastructure, and diversity, equity, and inclusion (DEI) programs.

The freeze affected various initiatives, notably:

Solar Energy Projects: Suspension of federal grants and incentives delayed ongoing and planned projects.

Battery Storage Initiatives: Funding for advancing energy resilience and efficiency was halted.

EV Infrastructure: Investments in charging stations faced funding uncertainties.

Energy Efficiency Programs: Energy-saving initiatives were put on hold.

Following these orders, the Office of Management and Budget (OMB) issued a January 27, 2025, memorandum instructing federal agencies to pause financial assistance while reviewing program alignment with administration policies. However, this caused disruptions, notably in Medicaid and Head Start, impacting millions of Americans.


On January 28, 2025, a federal judge issued a temporary restraining order blocking the administration’s directive, allowing essential federal assistance programs to continue. The next day, OMB rescinded the memo to reduce confusion and ensure uninterrupted service delivery. Consequently, the temporary halt on grants and credits under “Unleashing American Energy” was lifted, and affected programs resumed as planned.
Despite the rescission, the administration’s broader funding review remains in effect. The energy sector should stay informed about potential policy changes that may impact funding.

As of now, federal grants and tax credits for renewable energy projects have resumed, leading to:
